Is Democratic Party festering in a rut?

AS I WAITED yesterday for the second Democratic presidential debate, I tossed out a question to Facebook. Could Joe Biden “get up before the referee counts to 10”? Some friends liked it, but none offered a response.

I had thought that the former vice president, so far the clear front-runner in the polls, would get a knockout punch from Bernie Sanders. The “democratic socialist” from Vermont is running second to him in the polls. I thought – and hope – that the Democratic Party has started loosening its embrace of Wall Street and social conservatives, coddled by Bill and Hillary Clinton and the now dormant Democratic Leadership Council. The Barack Obama presidency, despite Obama’s progressive rhetoric, was basically and extension of that era.

Biden did get a crushing blow during the debate. He was pummeled over his professed pride in working with racist lawmakers, opposition to school busing, insensitivity to the plight of immigrants, dillydallying on the abortion issue, vote for the Iraq war, and other right-wing positions. And CNN declared him a “direct loser” of the contest.

But it was mostly the foxy Kamala Harris, not Sanders, who gave him most of the thrashing. And most of the post-debate analysts in the news media anointed Harris winner of the encounters.

Sanders’ main problem with many Democrats has been his no-holds-barred blitzkrieg against the established, if corrupt, political and economic order and his call for a revolution to trash it. Many centrist and right-of-center Democrats have been leery about it. His push for Medicare of all, a free college education and elimination of all student debts, ending all foreign wars, and so forth, also rattle many Democrats for whom the established order is akin to religion.

Mainstream media, most of them owned by mega corporations, have been rankled by Sanders’ anti-corporate, anti-capitalist programs and rhetoric. Salon dismissed his political surge as “more about anti-Clinton sentiment than actual Bernie fever.”

On foreign policy, the mainstream media have traditionally followed the American flag, largely because of their thin grasp of foreign affairs. The late Andy Kohut of the Pew Research Center told me in 2008 that “more than 60 percent of our [Middle East] correspondents have no grounding in the dynamics of societies across the Mediterranean.”

Much of the media and many Democrats appear to be leaning toward Harris and Elizabeth Warren, who appeared in last night’s debate. These two high-energy, combative senators are progressive enough to tear the last Democratic vice president into pieces and revile the exploitative neoliberal economic establishment, while not threatening to dismantle that establishment. Harris is also popular with pro-Israeli Democrats, a substantial chunk of the party, because of her Jewish husband and hobnobbing with Benjamin Netanyahu and other right-wing Israeli politicians.

The primaries are a barometer of the Democratic Party’s center of gravity. I will be watching them to see how much of the party has broken loose of its corporate, right-wing tether. Are enough of them ready to jump into Sanders’ revolutionary bandwagon? Would they settle, instead, for a more conventional but still progressive candidate like Harris or Warren? Or do too many of them remain too invested in the Clintons-Wall Street economic order to abandon Biden, who seems to be running for a third term for Obama?

Last night’s was just the first of six primary debates that the Democratic National Committee plans for the party’s presidential candidates, the sixth is scheduled for December. We probably won’t know until the new year whether the bulk of party has moved past the Clinton-Obama era or is still staggering in a rut.

No ‘cakewalk’ to Pyongyang, please

ON WEDNESDAY I was about to head out to a seminar on cyber security at Wilson Center in Washington when I peeked into the Internet to check the latest news.

“U.S. quietly plans to occupy North Korea after war,” a banner headline in London’s The Sun newspaper screamed at me. I remembered that President Trump and Defense Secretary Jim Mattis had said, too, that military action against North Korea is a  possibility.

The story led to a Newsweek link. Clicked, it opened a piece in which German Foreign Minister Sigmar Gabriel was quoted as saying that a war between the United States and North Korea “could be deadliest conflict in history,” more catastrophic than the Second World War.

The seminar was about security threats from North Korea, China and Russia.  James Lewis, vice president of Center from Strategic and International Studies (CSIS) in Washington, talked about a “deterrent” against cyber threats from Pyongyang.

I told him that North Koreans had been saying that their nukes are meant to be “a deterrent against American invasion.”  I also mentioned that I had heard Sunni Arab leaders in Iraq lamenting that if Saddam Hussein had a few nuclear weapons he could’ve “deterred the U.S. invasion” of 2003, sparing both Iraq and America the “unnecessary and catastrophic war.”

Lewis nodded, apparently signaling that he was aware of it.

Continuing, I inquired if Iranians wanted to have “a couple of nukes,” which they insisted they never did, won’t those warheads also serve as a deterrent against Israeli or U.S. military action? I couldn’t conceive, I added, of Iranians wanting to “commit national suicide” by initiating a nuclear conflict with Israel or the United States.

I asked the CSIS executive what he thought of Kim Jong-un’s reasoning for a nuclear deterrent against a U.S. invasion.

The panelist didn’t answer my question, but warned, instead, that North Koreans “would be deluding themselves” if they thought that a few nukes “would give them immunity” against the U.S. military power. The United States could “get rid of the problem” posed by Kim, regardless of his nukes.

Was he hinting at a possible regime change in North Korea? I wondered.

Explaining the reason America was determined to prevent North Korea and Iran from acquiring nuclear arms, Lewis said, such weaponry could tempt those countries “to evade their responsibilities under international law, to violate international law,” and threaten their neighbors and international security.

I thought of asking him the obvious question of whether the United States and other nuclear powers weren’t potentially violating international law over and over because they sat on nuclear stockpiles.  Nuclear arsenals have given them the ability to commit illegal aggression against non-nuclear countries. Also, they have equipped them with veto powers at the U.N. Security Council, practically shielding them against accountability for violations of international law. But I didn’t want to get into an argument with the panelist.

Martin C. Libicki from the U.S. Naval Academy, another panelist, picked up on my comment about Iran. He said Iranians would be “right to think that Israel can do things with its [nuclear] capabilities that its neighbors can’t.”  But the Israelis needed that capability for their national security, added the professor of cyber security studies.

Their comments reminded me of a complaint that my Pakistani mentor had made to me several times in the early 1970s. Nurul Amin was prime minister and later vice president of Pakistan, and I worked as his press aide.  He would lament to me about America’s “blatant and illegal” military interventions, and often regime change, in Iran, Lebanon, Vietnam, Congo, Ghana and elsewhere. “Independence from colonial rule lets us [Asian and African nations] have our own brown and black rulers,” he would say, “as long as we toe their lines.”

On the subway train back home from Wilson Center, it occurred to me that Nurul Amin’s comment of the Cold War era doesn’t quite apply to the new world we live in. Yes, in 1953 the CIA under the Eisenhower administration could have Iran’s democratically elected government of Prime Minister Mohammed Mosaddeq easily overthrown in a military coup. But by 1979 Iran’s Islamic revolutionaries bundled out the brutal pro-American monarchy of Muhammad Riza Pahlavi, whom the Americans had installed in Tehran.

In 1958 the Iraqi army overthrew the pro-Western monarchy in Iraq while Muslim insurgents in neighboring Lebanon rose up against the pro-Western Christian minority government of President Camille Chamoun. Chamoun asked for U.S. help, and the Eisenhower administration immediately rushed some 14,000 troops to Lebanon. The Muslim insurgents ran for cover and the invading American troops hit the beaches in Beirut.

“We drank a lot,” as the U.S. Marines corporal Thomas Zmecek would recall later. “We were provided with swimming trunks and swam with the daughters [of Christian hosts] and had a grand time.”

Twenty-five years later a U.S.-led multinational force was stationed in Lebanon to intervene in a brewing civil war between the Israeli-backed Christian forces and Syrian-backed Muslim and Druze activists. When opposition forces threatened the presidency of Maronite Christian Amin Gemayel, the Reagan administration, prodded by the Israelis and Secretary of State George P. Schultz (against the strenuous objection of Defense Secretary Casper Weinberger) ordered an American contingent to rush to West Beirut to protect the Gemayel regime. But the new Lebanese generation didn’t go into hiding as had their parents and uncles in 1958. They were infuriated by the America intervention in their internal affairs and began to mobilize to resist it. But one of them, a Shiite Muslim, spared them a prolonged fight. He went on a suicide mission, piling up explosives onto a truck and detonating it at a U.S.-French Marines barracks in Beirut, killing 241 American and 58 French servicemen. That led to the withdrawal of U.S. forces from Lebanon.

American politicians and bureaucrats have had difficulty grasping the changed social ethos and worldviews of contemporary generations of post-colonial societies. Many people who grew up under European colonial rule or in the shadow of the colonial era were tolerant of Western military interventions and hegemony. Their children are not. Born in independent countries and exposed to Western values of freedom and democracy, disseminated by myriad communications media, they’re mostly allergic to foreign domination and presence of foreign troops on their lands.

American neocons and Cold War retirees who planned the Iraq war were ostriches with their heads buried in the sand, without having a clue about the dynamics of the Muslim youth of the day. During the run-up to the war neoconservative security expert Ken Adelman proclaimed he was “reasonably certain” that the Iraqis would greet invading U.S. troops “as liberators.” He probably was musing over Lebanese Christians reveling at the arrival of U.S. troops in 1958. Or maybe images of Koreans hailing U.S. Marines under Gen. Douglas MacArthur after their heroic victory in Battle of Inchon was flashing back on his mind.

But in 2003 Iraq had a fiercely independent-minded breed of Arabs who, despite their sectarian feuds, were deeply hostile to foreign domination, as I had observed during three trips in previous years. Their resistance to the U.S. invasion led to the rise of the Islamic State, sectarian blood-letting, unraveling of the Iraqi state, and the security of America and the West.

I’m not sure that the United States can launch a successful invasion of North Korea. Unlike Iraq, that Communist country is believed to have between six and 16 nuclear weapons, most or some of which are in locations unknown to Americans.  “It is one of the hardest, if not the hardest, [intelligence] collection nations that we have to collect against,” Daniel Coats, the director of national intelligence, told Congress in May. Even if America can succeed in taking out all of Kim’s nukes before an invasion, which is extremely unlikely, I doubt that North Koreans would hail American invaders as “liberators” anymore than did Iraqis.  North Koreans are extremely xenophobic people, usually suspicious of foreigners.  A U.S. occupation force would very likely get bogged down in the Hermit Kingdom for years, which the war-wary American public is unlikely to accept.

If the Trump administration blunders into an invasion of North Korea, I’d be as concerned about the catastrophe it would spawn for Americans and Koreans as is Gabriel, the German foreign minister.

Bravo, Trump!

This is a first for me: supporting an action of President Trump. I applaud his order tonight to strike Syrian military installations with dozens of Tomahawks. It’s a highly moral and humane undertaking whose strategic consequences are likely to be far-reaching.

I hope that America will finally get rid of the ghastliest and most repugnant dictator alive, Syria’s Bashar al-Assad. And I hope this is the beginning of the end of the hell on earth that has engulfed the Syrian people for six years, which has seemed eternity to most.

I have opposed Trump’s election and most of his words and deeds so far. And I will continue to criticize his right-wing domestic political and economic programs and most of his other uninformed and potentially counter-productive foreign policy agenda. But his decision to clip the wings of the bloodthirsty dictator in Damascus has my unreserved support. The president has put the world, and especially the Obama administration, to shame, which they richly deserve, for wringing their hands while Assad and his Russian and Iranian collaborators systematically slaughtered hundreds of thousands of innocent Syrian men, women and children.

Trump has been widely criticized and lampooned, often rightly, for his many faults and failings, but tonight he has hopped onto a moral high ground for his bold decision: to punish the Assad regime for its chemical attack, which has snuffed out the lives of scores Syrians, including “beautiful babies,” as he put it. With a single stone he also is killing a host of other birds: cutting Vladimir Putin down to size; giving Ayatollah Ali Khamenei a bloody nose; putting Kim Jong-un on notice; earning the support and accolade of Arab regimes, whatever it’s worth; and above all, giving a principled dimension to his otherwise wrong-headed, rudderless administration.

The ultimate outcome of the U.S. intervention in Syria is unlikely to please Trump, his Republican friends and many other Americans. Post-Assad Syrian politics and society will likely be dominated by Sunni Arab forces most of whom will remain hostile to U.S. support for Israel and the repressive Arab monarchies and dictatorships. It will require the Trump and the United States a much greater epiphany to earn the support and trust of Arab and Muslim societies, which, at this moment, doesn’t seem to be on the horizon. But that doesn’t diminish the significance of the laudable operation the administration has launched in Syria.

Nobody can tell the future awaiting Syria, which is going to be chaotic at least for a while. Whatever it is, it will be far better than the nightmare that millions of Syrians have gone through since they rose up against their brutal dictator.

Meanwhile, Trump’s bold and decisive undertaking in Syria has earned him and America abiding gratitude of the Syrian nation (except the coterie surrounding and supporting Assad), and a very bright spot in Syrian history.

Did CIA try to bump off Erdogan?

RECEP TAYYIP ERDOGAN has upped the ante in his row with the Obama administration, which has heated up since last month’s failed coup in Turkey. The Turkish president now has jumped onto the lap of America’s geopolitical rival, Vladimir Putin.

Erdogan’s meeting Tuesday with his Russian counterpart in a czarist palace outside St. Petersburg has opened what he called – correctly, I believe – “a new page” in Turkish-Russian relations. The two erstwhile foes agreed on a raft of trade, economic and strategic ties between their countries. Some Turks are calling it Erdogan’s “counter-coup” against the United States, which they believe masterminded the botched military coup to overthrow the democratically elected Turkish government.

The St. Petersburg meeting was a 180-degree turn for a man who used to admire America with a passion. The United States was a “model of democracy which Europe should follow,” Erdogan, then disgraced mayor of Istanbul, told me during an interview at his office on August 2, 1998. He was packing to leave the office as he had lost his mayoral job upon his conviction in a Turkish court for reciting a provocative “jihadi poem” at a public gathering.

Putin had fallen out, spitefully, with Erdogan last November when Turkish troops shot down a Russian fighter jet that had strayed into Turkish airspace. That’s all forgotten now. The Turkish guest addressed his Russian host as “dear friend” three times in 10 minutes during their meeting.

Erdogan’s trip to Russia, his first abroad since the failed coup, was meant, partly, to be his tribute to the man he believes had saved his life and government. On the night of July 15 Russian intelligence officers at the Khmeimin airbase in Syria intercepted coded radio signals about preparations for an uprising by military units in Turkey. At Putin’s behest, they called Erdogan at a seaside Turkish resort to alert him about it. A squad of rebel soldiers, they told the Turkish leader, was in flight with orders to “capture or kill” him. Less than 15 minutes after the Erdogan and his family had left the Marmaris resort by an aircraft, 25 renegade Turkish soldiers barged into the hotel where he was staying, looking for him. Erdogan must have thanked his stars for making up with the Russian president a month earlier.

The Turkish president and his associates have accused the CIA of organizing the attempted rebellion in collusion with Erdogan’s arch rival Fethullah Gulen, a multi-billionaire Turkish cleric, living in Pennsylvania. The unorthodox Muslim cleric has built a vast network of schools, businesses and charities in Turkey and dozens of other countries. Critics say the pro-American Gulen has been planning to use his support base in his native Turkey to rule that country as a political and spiritual leader, as a Turkish Ayatollah Khomeini, so to speak. Except that unlike the Islamic fundamentalist revolutionary of Iran, Gulen is a pragmatic, modernizing religious leader.

The belief that the United States engineered the attempted putsch is widely shared by the Turkish public, 69 percent, according to one poll, and by several Turkish media organizations. Some print and electronic news outlets have detailed the alleged American complicity. The Yeni Safak (New Dawn) newspaper, based in Istanbul, has named retired U.S. Army Gen. John F. Campbell as “the man behind” the rebellion. The pro-government paper wrote that Campbell had been recruiting Gulenists in the Turkish armed forces for the coup for eight months. The general, the paper said, had been working with some 80 CIA operatives and distributed $2 billion among Turkish military officers and others through the Nigerian branch of the United Bank of Africa. Yeni Safak obtained most of the information from testimonies of the putschists in Turkish custody.

Then while the uprising was being crushed by angry crowds who had poured into the streets of Ankara and Istanbul at the call of their president, someone spotted a groups of distinguished foreigners behaving suspiciously at a luxury hotel on Princes’ Island outside Istanbul. Henri J. Barkey, a well-known former CIA official and Gulen’s mentor, was watching the insurrection on TV, along with 17 others. Among them, according to one account, was Graham E. Fuller, another former top-ranking CIA officer and long-time Gulen patron. Barkey had instructed the management of the Splendid Palas hotel to set up gadgets for connection to American TV channels.

“I will make a live interview with CNN International,” Barkey had informed them, “and with Voice of America.”

Gulen’s relationship with the CIA began in the 1980s and thickened in 1999 when he defected to the United States to escape capture by the then Turkish government, which had obtained a taped speech by him, instructing his followers to infiltrate government agencies to eventually seize the government. “Move into the arteries of the system without anyone noticing your existence,” he told them, “until you reach all the power centers.”

In the United States, Fuller was among three CIA-linked Americans who pushed for Gulen’s permanent residency, despite opposition from the State and Homeland Security departments. The other two were George Fidas, a 31-year CIA veteran, and Morton Abramowitz, U.S. ambassador to Turkey during 1989-1991, who is suspected to have been collaborating with CIA projects.

Some of my Turkish interlocutors have been saying that the CIA is the main source of Gulen’s staggering wealth ($25-$50 billion) and his schools and charities in Central Asia. Among those who exposed his CIA connection was the former head of Turkey’s foreign intelligence service, known by its Turkish acronym MIT (the “Turkish CIA”). In 2011 Osman Nuri Gundes published a book, saying Gulen’s Central Asian schools were honeycombed with CIA agents operating as “native-speaking English teachers.”

Regime Change

The CIA reportedly tapped Gulen to use him in a broader U.S. program to get Islam and Muslims to fight communism. The collaboration allegedly continues as part of the CIA’s and neoconservatives’ fight against Islamist movements, one of the many pie-in-the-sky American programs to fight Muslim extremism and terrorism. In any case, they included Erdogan’s AKP in the program.

Unlike Turkey’s Islamic fundamentalist organizations of earlier times, the AKP is a moderate or conservative Muslim party. But American neocons, intelligence agencies and leading media operations continue to consider it a typical Islamist party. They have been as hostile to Erdogan and the AKP as they are to the Egyptian Muslim Brotherhood and its imprisoned leader Mohammed Mursi. One can see their animosity toward Erdogan in the writings and rhetoric of Fuller, Barkey, Abramowitz, Michael Rubin, Frank Gaffney, Daniel Pipes and others. They have been castigating Erdogan’s Islamic “agenda” and “authoritarian” rule and making no secret of their impatience for a regime change in Ankara.

Intriguingly, on March 21 Rubin wrote an article on the American Enterprise Institute website under the headline, “Could there be a coup in Turkey?” He wrote: “The Turkish military would suffer no significant consequence should it imitate [Egyptian coup leader and now president] Abdel Fattah el-Sisi’s game plan in Egypt, no one should be surprised if Turkey’s rocky politics soon get rockier.”

Some of these neocons and intelligence operatives have also been defending Gulen against Ankara’s repeated calls, being made for years for his extradition to answer charges in courts for his alleged subversive activities (before the recent coup attempt). The Erdogan government has ratcheted up those calls since the July 15 mutiny. The Obama administration’s persistent refusal to hand over Gulen to Turkey has deepened many Turks’ suspicion about alleged U.S. collusion with Gulen to overthrow the Erdogan government.

President Obama and other American officials have strongly denied allegations of a U.S. role in the Turkish rebellion, and Secretary of State John Kerry is expected to visit Turkey later this month to underscore U.S. support for that country and Erdogan’s democratically elected government. Gulen, too, has flatly denied any complicity in the uprising, although he said some of the Turkish troops who participated in it could be among his supporters.

I don’t expect Turkish-America ties to snap overnight. Relations between the the two old allies have survived Turkey’s invasion of Northern Cyprus in 1974, which infuriated President Lyndon Johnson; the Turkish parliament’s rejection of Americans’ plans to use their airbase in southern Turkey during the 2003 Iraq invasion; and other glitches.

But the dissension between Ankara and Washington has been too real, and going on for too long, to ignore. If I were to pick a time when the feuds began, I would say it was Operation Desert Storm, the 1991 U.S.-led war against Iraq to roll back its invasion of Kuwait.

Iraq used to be Turkey’s No. 1 trading partner, and relations between the two Muslim neighbors were cordial. The Turks were opposed to the war, but were “bullied” into it “despite our misgivings about it,” then Turkish Prime Minister Bulent Ecevit complained to visitors. As a NATO member, then impoverished and dependent on U.S. military aid and trade, Ankara couldn’t afford to turn down the U.S. demand to join the conflict. The war and the devastating U.S.-sponsored trade embargo on Iraq that followed completely ruptured Turkey’s trade and commercial relations with Iraq. A decade later the Ankara-based newspaper Turkish Daily News reported that Turkish trade with Iraq had dropped to 8 percent of its 1990 volume, costing Turkey between $80 billion and $100 billion.

“We have become America’s serfs,” Faris Estarda, a college graduate and centrist political activist working at Alibaba rug store near Istanbul’s Sultanahmet square, lamented to me during my 1999 trip. “They [the Americans] would start a war with a country to enlarge their empire or take out a government they don’t like, and they would order us pick up the guns and march. Or let them use Incirlik [U.S. military base in southern Turkey]. We can’t say no. Whatever that does to our economy, our relationships, we can’t say no.”

Freedom, Dignity

By the time the George W. Bush administration decided to invade Iraq, however, Turkish society and politics had changed dramatically. The democratic upheaval spearheaded by Erdogan and his AKP had ushered in an unprecedented economic boom and buoyed the Turks with a spirit of freedom and dignity they hadn’t felt sine the early 1920s when they defeated the victors of World War l to liberate Turkey from their occupation. Before and during the U.S. invasion of Iraq, the Turks were denouncing it as “unjust,” “imperialist,” and so forth. Erdogan, still on good terms with the United States, planned to help with the American war plan. But the Turkish parliament overwhelmingly rejected Washington’s request to use its Incirlik airbase for bombing runs in Iraq.

American politicians and foreign policy community were enraged. Many of them blamed the Turkish rebuff on the AKP-led Islamic resurgence. Ever since, relations between the two NATO partners have been deteriorating, mainly because U.S. strategic and policy objectives are clashing with Turkey’s security and economic interests.

During the Iraq war, the United States depended heavily on Kurdish and Shiite militias to do most of the ground fighting against Saddam Hussein’s Sunni Arab forces. The Bush administration didn’t want to use U.S. ground forces on front lines, fearing American casualties would erode U.S. public support behind the war.

To compensate for their support in the war, Americans let Shiites monopolize political power in Baghdad, and what has had more far-reaching consequences, looked the other way as the Shiite government and militias began a massive purge of Sunni Arabs from the military, bureaucracy and security forces. Simultaneously, Shiite militants and public went on ethnically cleansing Sunni Arabs from Shiite-majority towns and cities. That led to the rise of ISIS as the only defender of Sunni Arab victims of the U.S. invasion and Shiite pogrom. The tragedy that befell Sunni Arabs in Iraq spawned anger and anguish among many Sunni Turks across the border.

But it was America’s coddling of the Kurds that took – and is still taking – the heaviest toll on Turkish-U.S. relations. Iraqi Kurds had been fighting for decades, often against American resistance but with Israeli support, to create an independent or autonomous “Kurdistan,” comprising the three Kurdish-majority provinces in northern Iraq. As a price of their help with the U.S. war effort, the United States endorsed their Kurdistan project. Turkey objected to the project strenuously as it feared that the autonomous Kurdish territory in Iraq would become a staging ground for attacks into Turkey by secessionist Turkish Kurds. And it did. Turkey’s Kurdistan Workers Party (PKK) terrorists have been fighting since 1984 for an autonomous or independent territory in southeastern Turkey, just as their ethnic kin had been in northern Iraq. PKK guerrillas now infiltrated Iraqi Kurdistan and began attacking targets in Turkey from there. The Erdogan government urged Washington over and over to expel the PKK guerrillas from northern Iraq. Americans did little in response, except denounce the PKK and ask the Kurdistan Regional Government (KRG) in Iraq to throw them out, which the KRG ignored.

Besides its dependence on the fighting muscle of Iraqi Kurds, the United States also saw Iraqi Kurdistan as a strategic asset. After the Iraqi government of Prime Minister Nouri Al Maliki rejected, under Iranian pressure, U.S. plans to build military bases in southern or central Iraq, the Pentagon and the CIA saw Iraqi Kurdistan as an alternative host to U.S. bases. Last month the Pentagon signed an agreement with the KRG to build five bases in Iraqi Kurdistan, apparently to carry out surveillance and launch military missions in the Middle East.

PKK guerrillas not only were using northern Iraq for their terrorist campaign in Turkey. They also made common cause with fellow Kurds in northern Syria, whom the United States has been using in its fight against ISIS. In the fog of the Syrian civil war, the Kurdish militia in Syria, known by its Kurdish acronym YPG, has staked out an autonomous region of their own, known as Rojava. The YPG has been supportive of the PKK and its secessionist struggle in Turkey. The Kurdish terrorists from Turkey have getting arms, ammunition and other logistical support from their fellow Kurds in Syria.

The Obama administration practically has ignored Ankara’s pleas to expel PKK fighters from Rojava, as it did before in Iraqi Kurdistan. Erdogan’s aides say the Turkish president was first befuddled by Obama’s indifference to his pleas. For months now, he has reportedly been convinced that the availability of Iraqi Kurdish territory for U.S. military bases has downgraded Incirlik’s importance to Washington, and Turkey’s, for that matter. America’s need for the YPG to fight ISIS is cited as the main reason the United States has been indifferent to the Syrian guerrilla group’s support for and collaboration with the PKK.

A widely circulated exchange at a U.S. Senate Armed Services Committee hearing was taken by Ankara as evidence that the United States is ready to forget about the Turks to preserve its ties to PYG. In April

U.S. Defense Secretary Ashton B. Carter told the Senate panel that he believed YPG was aiding the PKK in its terrorist activities in Turkey. Sen. Lindsey Graham, who had returned from an investigation of the Turkish-PKK conflict, concurred with Carter’s assessment. The Texas Republican criticized the administration for “arming people inside of Syria who are aligned with a terrorist group” that was destabilizing Turkey. Arming the PKK-aligned Kurdish guerrillas in Syria was “the dumbest idea in the world,” he added.

The State Department immediately got its spokesman to disown the defense secretary’s comments. John Kirby told the press that Carter’s remarks on YPG was “his views and the Pentagon’s views.” The YPG was “not a designated foreign terrorist organization” and hence the United States had no problem arming them, he added. Kirby ignored Carter’s and Graham’s concerns about the threat that the YPG’s support for the PKK has posed to Turkey.

The Obama administration has a decision to make. If it thinks security and strategic relations with Turkey would continue to serve U.S. strategic interests, it has to accommodate two crucial demands of the Turks. First, the Obama administration needs to get its Syrian and Iraqi allies to stop aiding and abetting the PKK. Secondly, it should extradite Gulen to Turkey to answer allegations in Turkish courts about his role in the July 15 armed insurrection and other subversive operations.

An unwillingness to meet the two crucial Turkish demands would signal to the Turks that their assumption is right: Turkish-U.S. security and strategic relations have outlived their usefulness. Who knows, they may have.

Iran deal: Break it and you own it

ABSTRACT: Does the Iran nuclear deal remain in danger? The Obama administration been steadfastly defending the accord between Iran and the five permanent members of the U.N. Security Council plus Germany. Stephen Mull, the U.S. diplomat charged with overseeing its implementation, told me during a State Department briefing that blocking Iran’s paths to acquiring nukes has been the goal of “several [U.S.] administrations for many years,” and that the accord does precisely that. Yet congressional Republicans remain unreconciled to the agreement, and some have threatened to scrub in the next Congress.  Hillary Rodham Clinton, the Democratic presidential front-runner, has already called for the re-imposition of U.S. sanctions against the Islamic Republic, arguing that Tehran violated a U.N. Security Council resolution by testing its Shahab-3 ballistic missile. I argue that scrapping deal would be a calamitous blunder for America. It would compel the United States to bomb Iran’s nuclear facilities, leading to war between the two countries. And Iran, with its military power and network of militias and activists throughout the “Shiite Crescent,” could wreak havoc to U.S. strategic and security interests and institutions in west Asia.

Paul Ryan tried to suppress a touch of elation when he declared that the Iran nuclear deal was “starting to unravel.” The House speaker echoed the anticipation, widespread among his fellow Republicans and the Israeli right, that the next administration and Congress would junk the agreement between P5+1 nations and Iran.

It reminds me of a Jay Leno spoof. “A retired Air Force colonel said that U.S. military operations are already under way in Iran,” the comedian told his TV audience. “You know what that means? That means that it’s time to break out the old ‘Mission Accomplished’ banner!”

On May 1, 2003, 11 days after U.S. troops roared into the Iraqi capital of Baghdad, President George W. Bush arrived in a fixed-wing aircraft to the bow of USS Abraham Lincoln. The aircraft carrier was anchored just off the San Diego coast. As TV cameras rolled furiously, the 43rd president, wrapped in a flight suit, flashed confident smiles and gave a self-congratulatory talk. But the war president’s ebullience was overshadowed by a long banner hanging behind him, declaring: ‘Mission Accomplished.”

The real Iraq war would begin soon. Droves of Iraqi guerrillas would stream into the streets and alleys of Iraqi cities and towns and engage U.S. and allied forces in a long, ferocious struggle.  In the decade that followed, close to 1 million Iraqis and 4,000 American troops would perish. The Iraqi state and society would come unglued. And the Islamic State terrorist nightmare would unfold, posing a persistent threat to American and European security.

Behind Leno’s insightful joke lurks a chilling warning about the possibility of America blundering into a war with Iran, triggered by the rejection of the Iran nuclear deal. But could the next administration really scrub the accord?  Stephen Mull, the U.S. diplomat charged with seeing through the implementation of the accord, wouldn’t rule it out. “It’s not a treaty,” he told me. “The next president can tear it up.”  He was explaining to a group of us from the Association of Opinion Writers the details of the Joint Comprehensive Plan of Action (JCPOA), the official name of the Iran accord.

Mull said, during the State Department briefing, that Iran’s agreement with the five permanent members of the U.N. Security Council (the United States, Britain, France, China and Russia) and Germany, called p5+1, already had achieved a major foreign policy goal, pursued by “successive U.S. administrations for many years”: the elimination of the threat from a nuclear-armed Iran. The JCPOA had, the diplomat continued, got Tehran to slash its stockpile of 1,2000 kilograms of low-enriched uranium hexafluoride to just 300, a 98 percent cut. It bars the Islamic Republic from enriching uranium above 3.67 percent, far below the level required to make a nuke. The Iranians, too, had to reduce their stock of 19, 000 uranium-enriching centrifuges to only about 5, 000. And their nuclear sites had been “open for inspection 24/7” by the International Atomic Energy Agency (IAEA) “Iran has implemented this deal in completely good faith.”  All these and and other provisions of the pact had, Mull emphasized, “cut off every possible way for Iran to make nuclear weapons.”

But a majority of the Republican-majority in Congress has been dead-set against the JCPOA. Forty-seven U.S. senators have sent an open letter to Ayatollah Ali Khamenei warning Iran’s supreme leader: “The next president could revoke such an executive agreement with the stroke of a pen.”

The deal could to come up for review by the next president, whoever that is. Donald Trump, the presumptive GOP nominee, has denounced it as “horrible” and vowed to scrub it, if elected president.  Democrat Hillary Clinton has long been hostile to Iran.  As President Obama’s secretary of state, she had to lead the U.S. diplomatic team to negotiate the Iran deal, and she obviously has to defend it on her presidential campaign trail. Yet hours after the United States dropped its part of the multilateral sanctions against Iran, as required by the JCPOA, Clinton demanded slapping new U.S. sanctions on it, citing Tehran’s testing of its Shahab-3 ballistic missile. The JCPOA doesn’t bar such tests, but she argued that Tehran was “violating UN Security Council resolutions with its ballistic missile program.”

America can, as Mull pointed out, scrub the agreement. But then? Their internal political feuds notwithstanding, the Iranians are a deeply patriotic nation, large swaths of which are pulsating with revolutionary zing. Iran’s population and military power are more than thrice those of Saddam Hussein’s Iraq. America can start a conflict with the Iranians and throw a “Mission Accomplished” party after a likely initial victory.

But it’s only Iran that could end such a war. With its network of activists and militias across the “Shiite Crescent,” the Islamic Republic could set the Middle East on fire, which probably wouldn’t stop before consuming many of America’s interests and endangering its hegemony in Muslim west Asia.

On Aug. 5, 2002, Colin Powell, always a reluctant warrior, was trying, unsuccessfully, to dissuade President Bush from invading Iraq. The secretary of state told the president that the war being planned could land America into a costly and long-lasting quagmire, and told Bush about a pottery barn rule: “If you break it, you own it.”

Maybe someone should remind our anti-Iranian hawks of Powell’s caveat, again.

Declare Middle East nuke-free

Persian Gulf monarchies are petrified by the anticipated Iran nuclear deal, being negotiated in Geneva. Last week Saudi Arabia and the United Arab Emirates threatened to try to acquire nuclear weapons technology if they didn’t get one of two things from the Iran deal.

One, they wanted the Islamic Republic’s uranium enrichment program shut down completely. Iran would never agree to that. Secondly, if the program is allowed to continue, albeit at a reduced level, the United States should sign a security pact with them. In practical terms, that would mean insuring the security of their thrones from external and internal threats.  These Arab rulers know that the Iranians have better things to do than lurch into a military adventure. On the other hand, domestic threat to their regimes has heightened since the Arab Spring.

The Obama administration knows that too, and the president recently said so publicly. He said the real security threat facing the Gulf Arab monarchies could come from their disenfranchised and “alienated” public. In recent weeks the administration let the Gulf Arab governments know that while America would be willing to defend their countries against external aggression, it wouldn’t intervene in their domestic feuds and unrest. The message left the Arab royals mopey and grumpy.

The White House had invited all six monarchs of the Gulf Cooperation Council (GCC) to meet the president on Wednesday to discuss the Iran deal and their security concerns. Led by the Saudi King Salman bin Abdul Aziz al-Saud, four of the six kings declined the president’s invitation, sending in their surrogates, instead. Obama apparently ignored the snub and made the best of the occasion. He reiterated to his guests America’s “ironclad” commitment to defend their countries against any “external” aggression.

Meanwhile, some American media pundits and others have voiced concern about the possibility of Saudi Arabia following up on its vow to seek the nukes. If it does, the Pakistanis would find themselves in a thorny dilemma. The Saudis underwrote Pakistan’s nuclear weapons program with the apparent understanding that Islamabad would supply them with the nuclear technology if they need it. Moreover, the kingdom has been a generous benefactor to Pakistan for decades. In fact, because of the late Saudi King Fahd bin Abdul Aziz, the current Pakistani prime minister, Nawaz Sharif, is alive today. Then Pakistani military dictator Gen. Pervez Musharraf, who had overthrown then Prime Minister Sharif in a 1999 military coup, was bent on killing him. Fahd pressured Musharraf into sparing Sharif’s life and sending him  to exile in Saudi Arabia.

On the other hand, it would also be very hard for Islamabad to defy the inevitable American pressure against sharing its nuclear knowhow with the Saudi kingdom. The Sharif government’s – and top Pakistani generals’ – decision to let the Americans kill Osama bin Laden inside Pakistan showed the efficacy of Washington’s clout over Pakistan. (The United States demanded Pakistani cooperation in the U.S. Navy Seals raid on the bin Laden compound after a Pakistani intelligence officer had tipped off the CIA station chief in Islamabad about the Al Qaeda chief’s whereabouts in the Pakistani city of Abbottabad.)

All the same, the whole brouhaha about nuclear proliferation in the Middle East is a smokescreen around the root cause of the bugaboo: the Israeli nuclear arsenal. Americans would let Israel hold on to its more than 200 sophisticated nukes and then try to keep Arabs and Iranians from pursuing nuclear weapons capability. America’s prodigious exercise to keep Iran from approaching a nuclear “breakout” is meant to deprive the Iranians of a deterrent against Israeli nukes, if they wanted one.

Iranians and Arabs have long been calling on the international community to declare the Middle East a “nuclear-free zone.” That would be the best and most effective nonproliferation program for the region. But Israel and America wouldn’t heed their call because such an arrangement would require Israel to abandon its nuclear weaponry.

It’s about time Americans reviewed their perilous policy on the Israeli nukes to forestall the danger of proliferation in that increasingly unstable region. Washington should get  the U.N. Security Council to designate the Middle East a nuclear-free zone.

Terror bred by grievances, not Islam

PRESIDENT OBAMA’S speech at this week’s terrorism conference in the White House sounded to me like a broken record from the George W. Bush administration. Bush and his advisers attributed Muslim terrorism to Islam.

“Islam is a religion in which God requires you to send your son to die for him,” said John Ashcroft, Bush’s attorney general. “Christianity is a faith where God sent his son to die for you.”

President Obama, too, believes that Islam is a major source of Muslim terrorism. His aides have lined up a group of Muslim clerics, activists and governments to present a “moderate” interpretation of Islam to their fellow Muslims. But unlike his Republican predecessor, Obama is more sensitive about the sentiments of mainstream Muslims, who resent linking their religion to heinous acts like terrorism. Hence he camouflaged his reference to Islam with the phrase “distorted ideology.”

The Muslim “religion,” in the sense religion is understood in the West, has little to do with terrorism. I tried to explain in my last segment that Islam, unlike Western Christianity, doesn’t segregate a Caesar’s domain from God’s. All Muslim domains, private and public, belong to God. In practical terms, the Muslim public sphere is suffused with Islamic values and social outlook.

Of late that the Muslim public sphere has all but submerged under waves of anti-American and anti-Western sentiments. Surveys after surveys have shown that between 72% and 94% of populations in Muslim countries are hostile or antipathetic to America. Their antipathy derives mainly from U.S. foreign and defense policies toward Muslim societies.

Muslim societies are modernizing fast, while becoming more and more attached to Islamic values and Islamic cultural patterns. They’re more concerned about Islamic causes and the global Muslim community.

Obama’s attribution of Muslim terrorism showed his gross misunderstanding of Islam as well as the motives that propel some Muslims into acts of violence. The president came into office with very little grounding in international affairs, and has stuffed his administration with holdovers from the Bush and Bill Clinton administrations. He is, unfortunately but unsurprisingly, getting the same kind of off-the-wall, jingoist advice that doomed both previous administrations’ Muslim world policies.

Islam, as I said, is a both a private- and public-sphere religion. These days most Muslims are channeling their grievances against America or their own governments in the public sphere through the democratic process. They’re engaged in democratic movements and, when permitted, pushing their agendas through the electoral process. It signals a dramatic and healthy evolution of these movements since the late 1960s and early 1970s, when their watchword was “Islamic revolution.” Those days some of my Islamist acquaintances in Pakistan and Bangladesh espoused armed struggle against the “enemies of Islam” at home and abroad.

Among them is Motiur Rahman Nizami, the head of the Islamist Jamaat-e-Islami party in Bangladesh, now on the death row for his alleged involvement in the killing of Bangladeshi independence activists in 1971. I met him in 2003 after the Jamaat had won the second-largest number of seats in a Bangladeshi parliamentary election, catapulting him to the post of industries minister.

His sparsely furnished office was tucked away in the Motijheel business district in Dhaka, the Bangladeshi capital.

Did the Jamaat “still believed in armed struggle?” I asked.

He smiled, and instead of answering my question directly, he said, “Democracy is the best tool for us to spread the message of Islam.”

Because Islamic spirit and values are spreading quite rapidly in most Muslim countries, mainstream Islamists everywhere have come to believe that they no longer need violent methods to pursue their Islamization agenda. They’re avidly participating in democratic activism.

A second group of Islamists, known as terrorists, continue armed struggle to achieve their goals. They’re generally focused on resisting occupation and aggression by armed opponents. They include Al Qaeda, the Islamic State, Lashkar-e-Toiba and Jaish-e-Muhammad in Kashmir, Riadus Salikin and the Islamic International Brigade in Chechnya, the ETIM in China’s Xinjiang province, the Taliban in Afghanistan, the Islamic State in Iraq and Syria, Jabhat al-Nusra in Syria, Popular Front for the Liberation of Palestine in the Levant, Boko Haram in Nigeria, Chad and Niger, and so on. All these terrorist groups see themselves fighting to liberate their peoples from foreign occupation or defend them against domestic persecution.

Obama was talking, specifically, about the Islamic State terrorism in Syria and Iraq. The IS emerged to defend Iraq’s Sunni Arabs, who suffered horrible persecution and ethnic cleansing from the U.S. invasion and occupation of Iraq, the Iraqi Shiite governments and Shiite militias and the Bashar al-Assad government in Syria. As many other terrorist groups do, the IS also has engaged in gruesome slaughter and brutal persecution of innocent civilians. The world shouldn’t tolerate such crimes.

The fact remains, however, that these terrorist groups have been fighting for political, not religious, causes. They’re inspired or instigated by political and social grievances, not by the Quran or some “distorted ideology” based on it. Whether their causes or methods of operation are justified (Nobody would justify the slaughter of innocent people), is another matter.

Gaza, Pakistan and ignoble US legacy

The anti-government protests now raging in Pakistan and the travails of Hamas in Palestine remind me of Nurul Amin, my mentor. He served, at different times, as prime minister of Pakistan and Bangladesh, which was then East Pakistan.

In February 1972, in Rawalpindi, Amin was telling me about the political intrigues that had led to several military-bureaucratic coups against democratic governments in Pakistan. “Did you notice,” he asked, “that all of those who threw out democratic governments kept promising to give us ‘true democracy’?”

Nevertheless, the elder statesman was hopeful of the eventual triumph of democracy in Pakistan and elsewhere. Like the proverbial cat, he said, “democracy has nine lives.” Pakistanis would take time to cultivate “the art of democracy and guard it” against usurpers, as did most Western countries. Until then “you will see our generals and politicians giving lip service to democracy,” while scrambling to “grab power by any means.”

In Pakistan, Nawaz Sharif’s Pakistan Muslim League party won the 2013 parliamentary elections, which it probably rigged. Opposition leaders Imran Khan and Tahirul Qadri, instead of working to insure that the next elections are free and fair, have paralyzed parts of Islamabad, the capital, with crowds agitating for Sharif’s resignation as prime minister. I wonder if they’re playing into the hands of Pakistan’s notoriously power-hungry army generals. In the past, Pakistani generals have used most of the country’s major political crises as excuses for military coups against civilian governments.  I’m especially disappointed by Imran Khan’s role in this anti-democratic drama. I admire his progressive social and political agenda.

Egypt is another stark example of the betrayal of democracy. In 2012 Egyptians had their first-ever free and fair presidential and parliamentary elections. Islamists from the Muslim Brotherhood won and formed the government. But the Egyptian military and “liberal” groups didn’t like it. They called in the army and got President Mohammed Mursi’s democratic government overthrown, returning to the military-led pseudo-dictatorship with which they’re more familiar.

More ironic is the assaults on Palestinian democracy by the world’s most eloquent advocate of democracy and human rights: the United States. In 2006 the Palestinians, prodded by Condoleezza Rice and other Bush administration officials, held their first-ever free and fair elections. Hamas won the parliamentary vote by a landslide and formed the government. The Americans and Israelis didn’t like it. Instead of congratulating the Palestinians for ushering in democracy in hostile environment, they instigated the losers in those elections, the Fatah, to stage a coup against the Hamas-led government. President Mahmoud Abbas, the Fatah leader, held on to power in the West Bank, now in the ninth year into his four-year term! Hamas continued to rule the Gaza Strip, as it carried on its armed struggle to liberate Palestinians from the Israeli colonial rule.

That wasn’t the end of the punishment Hamas has suffered for winning the Palestinian elections. With American blessings, Israel collaborated with pro-Israeli Egyptian dictatorships to place the 1.8 million people of Gaza under a most gruesome economic blockade. Americans and Israelis had hoped that the extreme hardships caused by the blockade would turn Gazans against their Hamas regime. They haven’t.

Israel remains undaunted by these setbacks. Early last month the government of Israeli Prime Minister Benjamin Netanyahu led Israel into its third war against Hamas, vowing to disarm it and other Islamist groups in Gaza. The war ended with Hamas and the Islamic Jihad standing and valiantly fighting the invading forces. In a charade of truce talks held in Cairo, Israel and Egypt pressured the Islamists relentlessly to achieve what the powerful Israeli armed forces couldn’t: Disarm Hamas. They couldn’t. Hamas and Jihad have resumed their armed struggle for freedom, while Israel rains its U.S.-supplied bombs on the already devastated Gaza.

Sadly, America has set the precedents for the assaults on democracy in non-Western societies. Successive U.S. administrations coddled all five Pakistani dictatorships that had supplanted democratic governments. Besides, America used the CIA to overthrow nearly a dozen democratic governments in South and Central America, the Middle East and Asia, and replaced them with repressive pro-American dictatorships.

All the same, I see the masses in Pakistan and around the world pulsating with democratic fervor. I remember Nurul Amin’s prediction about the eventual success of democratic movements. Britain went through seven turbulent centuries – marked by regicide, religious pogroms, and bloody ethnic and trans-national warfare – to mature as a full-blown democracy.

America needed two centuries to settle down as a real democracy. American women didn’t win their voting rights until 1920 and African Americans didn’t achieve theirs until 1965. As I wrote elsewhere, developing countries should be able to build enduring democratic institutions much faster than did Westerners. Among other things, the dramatic spread of education and modernization will help them to do so.

As an American citizen, however, I’m troubled by the United States’ legacy in man’s epic march toward freedom and fulfillment. When future historians would be recounting democratic movements in non-Western societies, they wouldn’t, I’m afraid, condone America’s continual hostility to those the edifying and heroic human endeavors.

The United States can’t expect to regain its moral stature in the world until it realigns itself with forces of freedom and democracy. A good place to start would be Palestine. The Obama administration should dissociate America from the scandalous anachronism of Israeli colonialism. It should stop shielding Israel against charges of war crimes in Gaza, brought by the U.N. Human Rights Commission. Nothing could have been more shameful for Americans than seeing their government casting the solitary vote against opening the U.N. investigation.

This Gaza war is a watershed in Palestinians’ 66-year struggle for freedom and independence from Israeli subjugation. It has shown that Israel, the superpower in the Middle East, could slaughter more than 2,000 Gazans and destroy their homes, economy and infrastructure, but couldn’t dent their resolve to rid themselves of Israeli suppression and oppression. It has shown, too, that the world, with the deplorable exception of the United States, has little patience for Israeli colonialism.

I know that Palestine will jettison, sooner than later, Israel’s colonial tutelage. I don’t know how long it will take America to jettison its ignoble role as the lone defender of the world’s lone colonial power.

Manufacturing an ‘existential threat’

Here’s a searing expose of the ominous U.S.-Israeli narrative about Iran’s nuclear program. It shows how American neocons and the Israeli right wing made Iran’s peaceful nuclear program into an “existential threat” to Israel and sold it to the world. Dangerous rebranding of Iran’s peaceful program

In a new book and in a conversation with Haaretz, U.S. historian Gareth Porter charges that U.S. and Israeli policies on Iran have been based on fabricated evidence.

A narrative is a story that we tell ourselves, and not necessarily what happened in reality. For example, the “Iranian threat” narrative, which has become the common wisdom in Israeli public discourse. A new book by Gareth Porter, an American historian and researcher specializing in U.S. national security, shows how the actual state of the Iranian nuclear program does not match the Iranian threat narrative.

The book’s title, “Manufactured Crisis: The Untold Story of the Nuclear Scare” (Just World Books), already tells us that it is going against the current. Porter appears to be the only researcher who has read with an unprejudiced eye all the reports of the International Atomic Energy Agency from the past decade. He also had access to American intelligence reports on the Iranian issue from recent decades. In addition, Porter interviewed generations of American officials and analyzed the testimony of senior officials before Congress.

The result is a highly detailed and well-documented book for all interested in understanding how we arrived at the Iranian nuclear crisis, and the “attack scenarios,” and invented facts and intelligence reports whose purpose was to support the preconceptions. At the same time, the book is invaluable for those wishing to understand what is being discussed in the intensive nuclear talks that have been taking place Iran and the superpowers (or, more accurately, Iran and the U.S.) since the signing of last November’s interim agreement, which surprised many Israelis.

According to Porter, it was a hidden political agenda of U.S. decision makers (from long before Israel entered the picture) that gave rise to the Iranian nuclear crisis. This is one of the book’s main subjects, and the starting point for a discussion with which we in Israel are unfamiliar.

The story begins with U.S. support for the Iraqis during the 1980s Iraq-Iran war. The critical point comes with the collapse of the Soviet empire. According to Porter, that event and the end of the Cold War pulled out the rug from under the CIA’s raison d’être. The solution the Americans found to continue providing the organization with a tremendous budget was the invention of a new threat – the merging of weapons of mass destruction (an ambiguous term in itself) and terror. Iran, which rose to the top of the list, provided the threat that “saved” the CIA.

The empowering of the CIA’s organizational interests was reinforced by the gallant neoconservatives, led by ideologues Dick Cheney, Paul Wolfowitz and John Bolton, who had in the meantime reached senior positions in the government. They launched a campaign to delegitimize the Islamic Republic with the aim of toppling the regime (using the sanitized term “regime change”).

Running through Porter’s book is the well-substantiated claim that U.S. and Israeli policies on Iran derived from their political and organizational interests, and not necessarily from careful factual analysis of the Iranian nuclear program, which was subject to IAEA monitoring, or of the intentions of the Iranian leadership.

According to Porter, no systematic analysis was made of the goals of the Iranian nuclear program, and neither U.S. nor Israeli policy makers devoted any thought to why all of Iran’s official declarations on the subject were in line with the Treaty on the Non-Proliferation of Nuclear Weapons. Furthermore, in U.S. discussions until 2007, and in Israel until today, hovering overhead is the nuclear “axiom” that Iran is dashing toward a bomb via the route of uranium-enrichment centrifuges. Porter and the IAEA found no proof of the dash to the bomb.

Following is Haaretz’s interview with Porter, conducted via email.

You have spent years of research analyzing IAEA reports, intelligence reports and interviewing officials about the Iran nuclear issue. What motivated you to write your latest book?

“It was the realization that a narrative about the Iranian nuclear issue had gained unchallenged credence, but that I had discovered over the years a number of major ‘anomalies’ – important facts that could not be reconciled with the narrative. I also came to realize that I was the only journalist who was closely tracking the evidence surrounding the issue. And finally – and perhaps most importantly – I realized that it is was impossible to convey the truth … in an article or series of articles; I had to write a book.”

Is it fair to say that your book shows us that the whole nuclear crisis as it has unfolded over the past 10 years is about U.S. and Israeli attempts to prevent Iran from developing a non-militarized nuclear program, even though such a program is permitted under the NPT, and that this obscured the fact that Iran never intended to develop nuclear weapons?

“Yes, I put considerable emphasis on the early history of the interaction between Iran’s nuclear program and policy, and the policies of the United States and Israel toward the program. I show how the Reagan administration’s intervention, beginning as early as 1983, to pressure Germany and France to refuse to cooperate with Iran in completing the Bushehr reactor, and to refuse to provide the enriched uranium reactor fuel for Bushehr, meant that Iran had to either give up its nuclear rights under the NPT altogether or go to the black market, in defiance of U.S. policy, to get its own independent enrichment capability. And despite subsequent U.S. and Israeli charges that Iran was interested in enrichment for nuclear weapons, there was and is no evidence whatever to support that charge.”

In my Haaretz blog, I emphasize the paradigm change of the 2007 U.S. National Intelligence Estimate, and still valid today, which concluded that Iran halted its nuclear weapons program in 2003. The Israeli public is unaware of this halt. Furthermore, many commentators believe that U.S. intelligence “corrected” itself and that the 2007 estimate has been annulled. Could you enlighten our readers about the important 2007 NIE?

“The 2007 NIE broke with previous NIEs [in 2001 and 2005], which had concluded that Iran was then running a nuclear weapons program. It concluded instead, with ‘high confidence,’ that Iran had halted its work on nuclear weapons. That conclusion was of course opposed by the Bush administration and Israel, because it had been the charge that Iran was pursuing nuclear weapons that justified the threat of military force against Iran. And it did indeed make the ‘military option’ irrelevant to U.S. policy for the rest of the Bush administration and for much of the Obama administration.”

According to the 2007 NIE, however, some nuclear weapons research was carried out in Iran until 2003. Could you elaborate on what kind of research was undertaken; when, where and by whom, and what its scope was?

“Precisely who was carrying out research and what kind of research is still completely unclear, despite my effort to get any additional information on the subject from Thomas Fingar, who was in charge of the estimate. What was said by U.S. intelligence officials to be ‘snippets of conversation’ intercepted by U.S. intelligence in 2007 appears to indicate that some research related to nuclear weapons was being undertaken. But how many people were involved remains entirely unclear. And the testimony of the French ambassador to Tehran, as well as other evidence presented in my book, strongly suggests that the Supreme National Security Council had not authorized it and was not happy that it was going on.

“Not only did [Iran’s then-president] Hassan Rouhani order it halted in October 2003, when he was named the first coordinator of Iran’s nuclear policy, but Rouhani prevailed on the Supreme Leader to declare any work on nuclear weapons illicit under Islam in order to compel the researchers to give up their work on weapons. Understanding that episode correctly is clearly necessary to comprehending Iran’s nuclear policy accurately.

“Unfortunately, as I argue in my book, the evidence indicates that the team of intelligence analysts, who had been wrong about the existence of a nuclear weapons program in 2005 and again in an early draft of the 2007 estimate, got it wrong in their conclusion that the Iranian government had an actual nuclear weapons program [before] late 2003.”

In your book, you explain in great detail the sought-after “smoking gun,” i.e. the mysterious “laptop studies” and the Parchin “bomb test chamber.” The Israeli public is unfamiliar with the details of these “cases.” Could you explain the “possible military dimensions” and comment on the credibility of the “evidence”?

“I devote an entire chapter to the ‘mysterious laptop documents’ and show that they were actually fabricated by Israeli intelligence and given to the Mujahedin-e-Khalq [a militant Iranian opposition group] to pass on to German intelligence in mid-2004. The ‘giveaway’ that they were fabrications is the fundamental error in a series of studies depicting efforts to integrate a nuclear weapon into the Iranian intermediate-range missile, which shows the Shahab-3 that Iran had abandoned in 2000 in favor of a much-improved model that was first tested in August 2004 – too late to correct the mistake before the papers were passed to the MEK.

“Among the indicators that the documents originated in Israel is the fact that the MEK is not sophisticated enough to have fabricated such a large number of documents, and the well-known history of the terrorist organization’s close working relations with Israeli intelligence. Equally important is the fact that former IAEA director general ElBaradei revealed in his memoirs that Israel had passed on documents and intelligence reports to the IAEA directly in 2008 and 2009, which depicted Iran work on nuclear weapons even after 2003 – obviously prompted by the 2007 NIE.

“Those documents included information alleging that Iran had built a large metal cylinder to carry out tests of nuclear weapons designs at its Parchin military base. The IAEA made that allegation a major news theme by publishing it in its November 2011 report.  But no other evidence except the Israeli intelligence report has ever been produced to support that highly dubious charge. “

The emphasis in your book is on the centrifuges and the “enrichment track to the bomb.” Can you comment on the Arak heavy water reactor that is linked in Israel to the “plutonium track” and is behind the preemptive scenarios that have been developed in the Israeli press.

“The main weakness of the argument that Arak is an Iranian scheme for a ‘plutonium track’ to a nuclear weapon is simple: Iran has already agreed to arrangements under which it would be prevented from maintaining control of the plutonium produced by the reactor. In other words, all of the plutonium would be exported to another country. But there is a second major reason that it is not the threat that is being claimed: To build a plutonium reprocessing plant requires extensive construction as well as time, and it cannot be concealed.”

What is your assessment of the current negotiations between Iran and the P5+1? Is a final agreement to close the Iranian file on the table?

“I am pessimistic about the outcome of these talks, in the coming months at least, because the Obama administration – influenced by the false narrative surrounding the issue and overconfident about its ability to pressure an Iran it assumes has been significantly weakened by the sanctions – is planning to demand that Iran give up all but a very few thousand of its 19,000 centrifuges for many, many years. That demand, based on a notion of Iranian ‘breakout’ that is quite divorced from reality, is an obvious deal-breaker. Iran cannot and will not agree to give up its ability to provide nuclear fuel for more nuclear plants, for which it is planning. In my view, this demand will lead to a much higher level of tensions unless and until it is substantially altered.”

In your view, what is behind the Israeli-Iranian rivalry? Is there a chance for Israeli-Iranian détente following the achievement of a final agreement in the Vienna talks and the possibility of new openings in U.S.-Iran relations?

“In my view there have been political considerations on both sides of the Iran-Israel relationship that have stood in the way of a detente over the past 15 years: On the Israeli side, the first Netanyahu government in 1996 was actually willing to give detente a try, so there is no inherent reason why it could not happen again. It was the opportunity to use the U.S. to put intense pressure on Iran, if not to use force for regime change, that swayed successive Israeli governments to take the ‘existential threat’ approach to Iran. If and when the U.S. pursues a truly independent policy toward Iran, that Israeli motive will disappear.

“On the Iranian side, the main obstacle to softening of its attitude toward Israel, in my view, has been the degree to which taking a hard line toward Israel makes Iran popular in the Sunni Arab street and counterbalances, at least to some extent, the anti-Iran policy of the Sunni regimes. So Iran-Israel detente has become hostage, to a great extent, to both the pro-Israel stance of the U.S. and the Sunni-Shi’a cold war.”

A final question: Is there a possibility that you are wrong, that you have been misled by some optimistic and naïve theories?

“My operational principle as an investigative journalist is that if there is a single verifiable fact that conflicts with my general understanding of an issue, I need to look more closely to understand why that anomaly exists. In the case of Iran’s nuclear program, I have found an unbroken string of anomalies that undermine the credibility of official U.S.-Israeli narrative, but I have yet to find a single fact that would invalidate my reconstruction of the history of the issue.”

Afghans show door to blind hegemon

“Fools!”

Tunu was talking about American troops in Afghanistan.

“Why were they spilling all this blood – ours and theirs?”

Now a shoe store owner, he had joined the Pakistani Taliban four years ago and fought NATO troops in Afghanistan for two. He was commenting on President Obama’s decision last month to pull out all American troops from Afghanistan by the end of the year.

A relative of mine, Tunu was visiting me and my ailing mother, 94, at the Osmani Hospital here in the Bangladeshi town of Sylhet.  I was busy caring for my bedridden mother and couldn’t engage in a political conversation. I told him that his question was a good one for my next blog post. I agreed, however, not to mention his full name in it. The pro-American, terrorist-hunting government of Bangladeshi Prime Minister Hasina Wajed could go after him.

So why were American troops “spilling all this blood” in Afghanistan? Tunu didn’t know much about the American political system and focused his anger on U.S. soldiers fighting in Afghanistan, not those who sent them to do the fighting.

In 1996 I met a group of Arab post-graduate and undergrad students at a hangout on London’s Seven Sisters Road. They obviously knew about the process in which decisions about war and peace are made in Washington.  As I mentioned in a subsequent newspaper column, two of them – both Saudi Arabian – used that knowledge to support militant attacks on American government targets and, more amazingly, American civilians!

Their argument: American voters elect their governments who had imposed the devastating sanctions on Iraq after the 1991 Kuwait war that had killed half a million Iraqi children. Elected American governments, they continued, supported “Israeli colonialism” and Israeli oppression of Palestinians. The United States armed and protected  autocratic “monsters” repressing Arab societies. And so on. Why kill the “poor, black soldiers,” asked one of the Saudis, who had joined the American armed forces “to feed their families”?

I remembered their argument 10 years later when Charles Rangel, the Democratic congressman from New York, said the United States and Iraq would have been spared the horrors of the uncalled for Iraq war if children of those who had decided to invade that country had been sent into the battlefields. Only 2 percent of the members of the U.S. Congress had their children in military services. The decorated Korean War veteran added that in 2004, 70 percent of New York City volunteers who enlisted in U.S. armed services were “black or Hispanic, recruited from lower-income communities.”

It all is true, but Americans are doing what most hegemonic powers have done throughout history – be they the Greeks, Romans, Mongols, Persians, Brits or Soviets. They’ve used their superior military power to conquer, slaughter, plunder, subjugate and dominate other peoples. Some of those adventures have been stupid because power tends not only to corrupt people but also often blind them to reality.

In Afghanistan, Americans didn’t see – or want to see – the fate of other invaders to that country from the Greeks to the Brits to the Soviets. They were all defeated or expelled by the fiercely independent-minded Pashtun tribes. Power has even blinded many Americans to themselves and their deeds.  They went about invading sovereign nations and overthrowing and sabotaging governments with abandon. They slaughtered and brutalized other people and bribed and bullied their governments. Through all this they saw themselves as “peace-loving” do-gooders, spreading freedom and democracy around the world.

There’s a tried-and-true cure for this blindness: resistance and exhaustion. Few aggressive military powers have ever heeded moral suasion, but all have eventually been tamed by the resistance of the victims of their aggression and the exhaustion of their own military or economic power.  Without stubborn native resistance, the French wouldn’t have let go of their Algerian “department”; neither would the Soviets have fled Afghanistan. Hadn’t the Nazis crushed its economy, imperial Britain wouldn’t have conceded the independence of my native Indian subcontinent.

The Afghanistan war was doomed before it started because of the Afghans’ historic spirit of intolerance of foreign invaders. Their spirit of independence, as that of many other peoples, has been whetted further by the tide of freedom and democracy rising throughout the developing world.

The American economy, though still the word’s largest, has lost its vitality and dynamism. Administration spin-doctors would have us believe otherwise. They claim the economy is back on track after a temporary “Great Recession.”  They try to buttress their argument by citing the slow rise in employment rates, improvements in home prices and housing starts, the upswing in the stock market, and so on.

All these indices camouflage the deep and seemingly irreversible downturn in the American economy. America is saddled with a $17 trillion debt burden, while its GDP growth is anemic (2.4%). About 70 percent of goods on American store shelves have been made abroad. It means that the Chinese, Indians, South Koreans, Pacific Islanders, and other foreigners fill 7 out of 10 job openings created by the U.S. economy. The stock market boom is profiting mostly the top 1 percent society, while workers’ real wages have fallen to their lowest shares of national income in more than 50 years.   America just can no longer afford to fund the Afghanistan war, or any other war of choice.

Tunu should know that Obama ordered the total pullout American troops from Afghanistan because of the two main reasons that have historically stopped hegemonic aggression: exhaustion of the hegemons and resistance from the victims of their aggression.
